In line with Landcom’s commitment to improving the management of urban water quality, the third edition of Managing Urban Stormwater (MUS): Soils and Construction commonly referred to as the Blue Book has been revised. The Blue Book is part of a series of documents produced by the NSW Government. The fourth edition, March 2004 (reprinted July 2006) upersedes the third edition, August 1998.

This new edition of the ‘Blue Book’ provides updated guidance for local councils and practitioners for the design, construction and implementation of measures to improve stormwater management, primarily erosion and sediment control, during the construction-phase of urban development. The document describes:
- principles of soil and water management and an outline of the principle of ecologically sustainable development (ESD);
- guidelines on identifying and addressing constraints and opportunities for soil and water management;
- soil and water management aspects of the clearing of land, stripping and stockpiling of soil materials, and the management and reuse of topsoil for site rehabilitation;
- practical erosion control information covering both sheet and concentrated water flow conditions;
- information relating to the control of waste and sediment pollution from both water and wind;
